Earn the founding cost in the server economy, stand where you want your town centre and run the town create command. From there you claim adjacent chunks one at a time, each of which raises your daily upkeep, so most new mayors recruit residents before expanding.
What is the difference between towny and factions?
Towny is built for cooperation and factions is built for conflict. Towny land is protected by default and the pressure comes from economics and diplomacy; factions land is only as safe as your power level and the pressure comes from raiding.
