Adventure mode restricts breaking and placing so the hand built map survives being played through repeatedly. Some servers hand out specific tools that can break specific blocks as part of the design.
Do adventure servers need a resource pack?
Most send one automatically when you join, which supplies the custom models, sounds and interface art. Accepting it is normally required for the map to make sense.
